The applicant proposes to apply for a road closure of a portion of Beach Crescent, directly adjacent erven 26-29, 713-714, and to consolidate it with Erf 713. The closed portion of Beach Crescent will then serve as a servitude area in favour of erven 26-29 and 713-714, in order to create a gated secure enclosure, i.e. a “cul-de-sac”. A section of Erf 714 will then be deducted in order to create a new turning circle. The site is located adjacent to erven 26-29, and erven 713-714, in Beach Crescent, Seafield, Ndlambe Local Municipality, in the Eastern Cape Province and is situated within the Bathurst Administrative District. The site falls within the urban edge of Seafield, according to the Ndlambe Municipality Spatial Development Framework (2006, 2012). The activity is located east of the East-Kleinemonde River, and north of the Waters Meeting Nature Reserve, which is a formal land-based protected area (NEM: BA 10 of 2004).
