Project Description

Koukamma Municipality is proposing to replace the existing small-bore sewerage network and upgrade the existing waste water treatment works (WWTW) at Clarkson.

The following is required before the project may commence:

  • Environmental authorisation (EA) from Eastern Cape Department of Economic Development, Environmental Affairs and Tourism (DEDEAT)in terms of the National Environmental Management Act (Act No. 107 of 1998) (NEMA), to undertake a listed activity as scheduled in the Environmental Impact Assessment Regulations, 2014 (as amended, 2017)
  • Waste management license (WML) from DEDEAT to carry out activities listed in terms of Regulation 921 of the National Environmental Management: Waste Act (Act 59 of 2008) (NEMWA)
  • Water Use License Authorisation (WULA) from the Department of Water and Sanitation (DWS) for water use activities listed in terms of Section 21 of the National Water Act, 1998 (Act No. 36 of 1998)

An integrated application for Environmental Authorisation and waste management license has been submitted to the DEDEAT for the proposed upgrade of Clarkson sewage network and the WWTW. The environmental authorisation and waste management license process requires a basic assessment to be carried out.

A public participation process is being carried out according to NEMA Regulation 41 of GN R. 326, 2017.

The draft Basic Assessment Report (BAR) was made available for public review and comment for a period of 30 calendar days. The review and comment period ended 14 November 2019. The BAR has been updated and all changes are indicated in blue. The final BAR will be submitted to the DEDEAT for decision making.
